We The People Nevada has been watching the Nevada State Legislature carefully over the 2007 Session.   We are preparing a scorecard on the 2007 74th Regular Session and the 2007  23rd Special Session.

We want your help with the scorecard. Please vote for the bills that you think will reveal the records and philosophy of government of each of the 63 legislators in Nevada.   This scorecard is intended to help educate the voting public for the 2008 elections.

The bills listed on each survey are a few we have picked but please feel free to add you own under each topic.   You will find all the bills listed on the Legislative Website at http://www.leg.state.nv.us/74th/Reports/ for the 74th Regular Session and http://www.leg.state.nv.us/bills/bills.cfm  for the 23rd Special Session.

TAX INCREASES

  • ___Authorizes a ballot question Real Estate Transfer Tax for Washoe County SB 141 lost in the Senate 8 – 13 amended into SB 154 in the Assembly passed 33-9   
  • ___Gross Receipts Tax all counties except Washoe and Clark SB74  Senate 20-1 Assembly 42-0 
  • ___Sales Tax for Nye County SB 257 lost in Senate 9-12
  • ___Room Tax for Douglas SB 94 Senate Government Affairs  lost in Senate 9-12
  • ___Gas Tax entire state 3 cents in 2007, 3cents in 2008, CPI every year after  SB 324 all taxes amended out before final passage no nay votes in either house  
  • ___Authorizes a bond for TRPA this is a property tax increase to do an Environmental Improvement program   SB55 no nay votes in either house.
  • ___ Property tax on all counties except Washoe and Clark for funding detention centers.   It has passed the Senate. SB146 Senate 11-10, Assembly 38-3.

  • ___Requires disclosure of initiative donors, LCB support, fiscal impact statements, resident agent AB604 Senate 19-2 Assembly 37-5
  • ___Appointment of Judges instead of election SJR2 Senate 15-6 Assembly 30-11
  • ___Tax and Spend Controls for Nevada SJR7 vote failed in committee with a vote
  • ___Prohibits per signature payment of signature gathers, requires each person to file with Secretary of State who advocates for an initiative AB606 Senate lost in committee Assembly 41-0
  • ___Harassment and assault of signature gatherers a crime SB489 Senate 11-10 Assembly lost in committee (pressure from AFL-CIO)
  • ___Requires signatures of 10% of voters in last election from all 17 counties (probably unconstitutional) SB549 Senate 18-3, Assembly 40-2
  • ___Requires limited-liability companies and businesses that engage in political activities including initiative petitions to register with the Secretary of State. AB 80 Assembly 32-10, Senate 21-0

 UNFUNDED MANDATES

  • ___Unfunded mandate on local School districts for increased pay for school board trustees AB 70 Assembly 35-7, Senate 6-15
  • ___ Unfunded mandate on local Government buildings must be retrofitted to make them earthquake proof. Amended and gutted to only include a warning.   Senate 18-3, Assembly 27-15 Governor veto.
  • ___ Unfunded mandate to law enforcement.  If this law passes you can be stopped and cited for not wearing a seatbelt.  Now you can only be cited for not. SB 42 Two Senate votes.   Lost 8-13, reconsidered 11-10, failed in Assembly committee.   
  • ___Unfunded mandate to local government.  Increases amount from $50,000 to $100,000 that can be awarded in a lawsuit. SB 66  Senate 14-7,  Assembly 29-13 Governor vetoed
  • ___Unfunded Mandate for insurance coverage of Prostrate Cancer.   This will raise insurance costs. SB 113 Senate 11-10 nays failed in Assembly committee
  • ___Gives salary increases to all elected officers some in excess of $20,000 per year.   Unfunded impact on county government. SB 516  Senate 11-10, Assembly 37-3
